GENEVA (25 June 2014) – UN High Commissioner for Human Rights Navi Pillay announced Wednesday that three distinguished experts have agreed to advise and support the team set up to conduct a comprehensive investigation of alleged human rights violations in Sri Lanka, as mandated by the Human Rights Council in March. The investigation will look into alleged serious violations and abuses of human rights and related crimes by both parties in Sri Lanka during the last years of the armed conflict. 

The experts are:
Mr Martti Ahtisaari, former President of Finland and Nobel Peace Prize Laureate, who has also served as a UN diplomat and mediator and is renowned for his international peace work;

Ms Silvia Cartwright, former Governor-General and High Court judge of New Zealand, and judge of the Extraordinary Chambers of the Courts in Cambodia, as well as former member of the UN Committee for the Elimination of Discrimination against Women;

Ms Asma Jahangir, former President of Pakistan’s Supreme Court Bar Association and of the Human Rights Commission of Pakistan, previous holder of several Human Rights Council mandates and member of a recent fact-finding body into Israeli settlements.

With the outgoing UN High Commissioner for Human Rights Navi Pillay confirming that her office has put together a team to investigate allegations over the war in Sri Lanka, the role of the Tamil Diaspora will be also in the spotlight. Suren Surendiran, the spokesman for the Global Tamil Forum (GTF), an influential Tamil lobby group based in London expressed his views on the investigation.

Q:  Does the GTF has any plans on assisting the OHCHR probe on Sri Lanka by providing information or any form of evidence related to the war?
A:The process of collecting evidences or the operational terms of reference for the investigation haven’t been made public as yet. Just as GTF submitted a whole series of documentary evidences to the UN Panel of Experts on crimes that were committed at the end of the war, GTF will continue to fully support any international independent process that has the potential to gain justice for our people that’s long overdue.

GTF as an internationally recognised organisation will represent the Tamil voice in these international forums until justice is served to our people who lost their loved ones. GTF will also help to expose the current ground human rights reality for Tamils, Muslims, Christians and Sinhalese, particularly the effects of militarisation of the north and east of the country is having on the Tamil community.

வடக்கில் பௌத்தம் இருந்தது என்பதற்கு பலமான ஆதாரங்கள் வெளிவந்திருக்கின்றன. யாழ்ப்பாணத்தில் ஏற்கனவே அதற்கான தொல்லியல் தடயங்கள் உண்டு. இப்போது கிளிநொச்சியிலும் உள்ளதாக அறிவிக்கப்பட்டுள்ளது. பௌத்த எச்சங்கள் என்றவுடனேயே அது சிங்களவருடையது என்கிற சிந்தனை நம் மத்தியில் உண்டு. அரச மரத்தையும், சாந்த முனியையும் பார்த்தவுடனேயே அதை ஆக்கிரமிப்பின் அடையாளமாக நோக்கும் மனநிலையை சிங்கள பௌத்த அரசியல் நம்மில் திணித்துவிட்டிருக்கிறது. அரச மரத்தின் மருத்துவத் தன்மைகள் குறித்து பண்டைத் தமிழ் இலக்கியங்கள் சொல்லாதனவற்றையா காலத்தால் பிந்திவந்த பௌத்தம் போதித்திருக்கிறது? எவ்வளவு முக்கியமான தொல்பொருள் தடயமாக இருந்தாலும், அது பௌத்தத் தன்மை கொண்டதாக இருந்தால் அடித்து நொருக்கப்பட வேண்டியது என்கிற மன நிலையை தமிழர்க்கும், மிகவும் அரிதான பண்பாட்டுத் தடயமாக இருந்தாலும், கிடைக்கின்ற இந்த மத எச்சங்கள் சிதைக்கப்படவேண்டிய ஆதிக்கக் குறியீடுகள் என்கிற மனநிலையை சிங்களவர்களுக்கும் இலங்கையின் அரசியல் கற்பித்து வைத்துள்ளது.  ஒரு பெருந் தத்துவம் மதமாகி, தீவிர அரசியல் மயப்பட்டதன் விளைவே இது. ஆனால், உண்மையில் இலங்கையில் அரசியல் முரணை எதிர்நோக்குகின்ற இரு இனங்களும் இது குறித்து அச்சப்படத் தேவையில்லை. இலங்கையில் மதங்களுக்கு மோசமான அரசியல் அடையாளங்கள் இருப்பதன் பின்னணியை விளங்கிக் கொண்டு, அதனை அறிவுசார் தளத்தில் அணுகவேண்டும். வடபாகத்தில் கிடைக்கின்ற பௌத்த எச்சங்களையும் சிங்களவர்களும், தமிழர்களும் ஆக்கிரமிப்பின் தடயமாக, நிலம் கவர்தலுக்கான ஆதாரமாகக் கொள்ளாமல் சரியான வரலாற்று – பண்பாட்டு புரிதலின் அடிப்படையில் அதை நோக்க வேண்டும். அதற்கு முதற்கட்டமாகச் செய்யவேண்டியது, எந்தப் பண்பாடு சார்ந்த தொல்பொருட்களை கண்டுபிடித்தாலும் உடனேயே இது இத்தனையாம் நூற்றாண்டுக்குரியது, இந்த மன்னருக்குரியது, இந்த சமயத்துக்குரியது, இந்த மொழிக்குரியது என்கிற முடிவுக்கு வராமலிருக்க வேண்டும். ஒழுங்கான அகழ்வாய்வுகள் துறைசார்ந்தவர்களால் மேற்கொள்ளப்படாது முடிவுகளாக செய்திகள் அறிவிக்கப்படுகின்றமை மேலும் இன முரண்பாட்டுக்கூர்மையை அதிகப்படுத்தும்.

மே 13, 2014 , ம 18,  சிங்கள இராணுவம் தமிழ்மக்களை  ஆண், பெண், குழந்தைகள் எனப் பாராது குண்டுகள் போட்டுக்  கொன்றொழித்த நாள். இந்த ஆண்டு 5 ஆவது  நினைவேந்தல் ஆண்டாகும்.   சிங்கள இராணுவம், பாதுகாப்பு இடத்தில் ஓடிப் பதிங்கிக் கொள்ளுங்கள் என்று கூறிவிட்டு அந்த இடத்தைக் குறிவைத்து வானில் இருந்து குண்டுகளும் தரையில் இருந்து  செல்தாக்குதல்களையும் மழை போல் பொழிந்து தமிழ்மக்களைச்   சங்காரம் செய்த நாள். பல்லாயிரக்கணக்கான மக்கள் கொல்லப்பட்டார்கள்.  மருத்துவமனைகளைக் கூட கொடிய சிங்களப் படைகள் விட்டுவைக்கவில்லை. மருத்துவமனைகள் இராணுவ தாக்குதலுக்குரிய இலக்குத்தான் என்று பாதுகாப்புச் செயலாளர் கோத்தபாய இராஜபக்சே கொக்கரித்தான்.  மக்களைக் காப்பாற்ற வேண்டிய அய்நா அதிகாரிகள் வன்னிக் களத்தில் இருந்து வெளியேற்றப்பட்டார்கள். அவர்களும் தப்பினோம் பிழைத்தோம் என கொழும்புக்கு ஓடித் தப்பினார்கள். உலக நாடுகள் கண்ணை மூடிக்கொண்டன. காதுகளைப் பொத்திக் கொண்டன. தமிழ்மக்களின் அழுகுரலைப் பார்க்கவும் கேட்கவும் இந்த நாடுகள் மறுத்தன.

கனடாவில் அகதி அந்தஸ்து பெற்றவர்கள், தங்களது சொந்த நாடுகளுக்கு, சொந்த நாடுகள் வழங்கிய கடவுச்சீட்டுகளுடன் அடிக்கடி பயணித்திருந்தால் அவர்களது அகதி அந்தஸ்து, நிரந்தரக் குடியுரிமை ஆகியன ரத்துச் செய்யப்படும் அபாயமுள்ளது. அதே சமயம் அகதி அந்தஸ்து கிடைத்தபின்னர் , அவர்களது சொந்த நாடுகளில் சமாதானம் ஏற்பட்டிருந்தால், அகதி அந்தஸ்து நீக்கப்படும். ஆனால், நிரந்தரக் குடியுரிமை நீக்கப்பட மாட்டாது. அகதி அந்தஸ்து பெற்று பல ஆண்டுகள் கடந்தபின்னர் கூட அவர்கள் சொந்த நாடுகளுக்குப் பயணித்திருப்பது கண்டு பிடிக்கப்பட்டால் அவர்களது அகதி அந்தஸ்து நீக்கப்படும் அபாயமுள்ளது. ஒவ்வொரு வருடமும் குறைந்தது 875 அகதிகளுக்கெதிராக இவ்வாறான நடவடிக்கைகள் எடுக்கக் கனடிய எல்லைச் சேவை நிறுவனம் திட சங்கற்பம் கொண்டுள்ளதாக அறிவிக்கப்பட்டுள்ளது.  மேலதிகத் தகவல்களுக்குக் கீழுள்ள கட்டுரையினை வாசித்துப் பார்க்கவும்.
